MCR Policies

The constitution does not specify exactly how a lot of things should be done, and this page specifies some of them in more detail. Policy decisions are made by the President or the MCR Executive Committee as appropriate, except where TGM (Termly General Meeting) motions specify them.

How is the type of a motion at a TGM decided?
Any motion which amends the constitution is Constitutional Motion. By default, all other motions are Ordinary Motions. However, if an Ordinary Motion involves a one-off expenditure greater than the limits defined for the Treasurer in Section 11.2 of the Constitution, or if it involves a recurring expenditure, then that motion is a Financial Motion.

Associate Membership Terms
By the constitution, Associate Members are elected for up to three years, and reviewed annually. The annual review is passed if the member is still eligible according the conditions defined in Section 3 of the Constitution.
In the general case, associate memberships begin retrospectively at the beginning of the term of election. It has not yet been considered whether or not the membership can be for a reduced period (e.g. two terms) and the subscription charged pro rata, but the executive may agree to allow a new Associate Member to defer the start of their membership.

The Environmental Officer, Library Committee Representative, Sports Rep
Constitutionally these are appointed elected officers. However, it is the MCR custom that they are elected in the Hilary term elections with the other MCR officers.

Who has to provide the financial information for motions at meetings?
Proper discussion of motions at a meeting may require common knowledge of the relevant financial information. The proposer and seconder of a motion are responsible for finding this information and making it available at the meeting. Optionally, others may also find and present information which they think is relevant at the meeting.
